Child Count & Eligibility
NYDBC is responsible for maintaining a child count of the number of children who are identified as deaf-blind (combined hearing and vision loss) between the ages of 0 – 21 in the state of New York. To assist in identifying children who are eligible for services from NYDBC and who should be considered ‘deaf-blind,’ please see the chart below, entitled “Eligibility Chart: Combinations of Hearing & Vision Loss.
